The land reclamation strategies of stabilizing harmless waste resources.

The purpose of this Plan is to gather and evaluate Taiwan’s land reclamation-related regulatory system and supporting measures. Regional Planning Law and Environmental Impact Assessment Act are already in place but in order to improve the completeness of policy content, drafts for supporting measures have been submitted. Currently, three public hearings on land reclamation policy had been held to put together issues that concern the public. In order to clarify controversies at expert meetings, the executive and advisory committee has also conducted meetings to verify selection of experts and method of organizing meetings. In accordance with opinions of aforesaid public and committee members, the EPA has thus compiled and verified five issues of concern for discussion at expert meetings, including: 1. Evaluation of types, properties and utilization of source materials; 2. Evaluation of location choice for land reclamation; 3. Marine ecology and other environmental impact evaluation; 4. Public participation and supervision mechanism; 5. Cost-benefit evaluation for main proposal and alternative proposal. In the effort to continue strategic environmental assessment, the content of environmental impact statement has been updated in accordance with the 5R concept of the “zero waste and resource recycling initiative” and opinions obtained at public hearings. Furthermore, contents of the strategic assessment have been reevaluated, reasons for why certain assessment items are considered to have negative impact are being explained, and a proposal on land reclamation policy has been drafted for submission to the Executive Yuan. Experts and scholars from Japan, Singapore and Hong Kong have been invited to Taiwan to share their approaches and experience on land reclamation in their respective countries. Forums and exchanges are also held to effectively gather overseas experience on land reclamation, and the related system and planning consideration, facilitating future policy revision.
